Hidden cost involved in joining the Curacao Dive Festival

I just got word that the local divers once again have to pay if they want to participate in the Curacao Dive Festival. This is nowhere mentioned on the promotional website, so be warned. Also be informed that there is an alternative; the Curacao Public Library is organizing in cooporation with a number of dive operators several activities during the same period as the "official" Curacao Dive Festival.
